Medford Francis

Medford Francis currently serves as the Deputy Managing Director for Lending & Investments at the Bank of Saint Lucia. In this capacity, he oversees the Bank’s investment operations as well as lending sales and operations across several key divisions including Retail, SME, Corporate, and Credit Risk. His leadership ensures strategic alignment and operational efficiency in the Bank’s credit and investment activities.

Mr. Francis brings a wealth of experience from both the public and private sectors. Prior to his current role, he served in the Ministry of Finance as Chief Economist, National Development, and as Assistant Deputy Director for Economic Affairs. In these roles, he was instrumental in the design, implementation, and monitoring of development-focused programs funded by international donors and financial institutions. His background in Development Economics has significantly informed his strategic vision in financial services.

In addition to his economic policy work, Mr. Francis has extensive experience as an Investment Manager. He has provided oversight of the Bank’s investment portfolio, as well as that of its clients, guiding asset allocation and risk management strategies. His leadership was pivotal in the execution of the Bank’s portfolio diversification strategy, opening the gateway to international capital markets.

A Registered Principal on the Eastern Caribbean Securities Exchange (ECSE), Mr. Francis has been actively involved in mobilizing financing for various governments through the Regional Government Securities Market. He has also played a key role in the listing of companies on the ECSE, contributing to the growth and development of the regional capital market.

With his diverse and deep expertise, Mr. Francis brings a unique perspective on the interplay between finance, development, and investment as he continues to contribute to the strengthening of the financial landscape of Saint Lucia and the broader Eastern Caribbean region.
