Liam Francis

With over 12 years of progressive experience in public finance, I currently serve as a member of the Middle Office within the Debt and Investment Unit at Saint Lucia’s Department of Finance. I began my career as an Investment Officer at the Accountant General’s Department, where I developed a solid foundation in fiscal management and financial reporting. Today, I specialize in monitoring, analyzing, and reporting on the country’s public debt, producing publications such as the Quarterly Debt Bulletin, Quarterly Fact Sheet, and the Annual Debt Portfolio Report to support evidence-based policy decisions.

I hold a Bachelor’s degree in Business Management from Monroe College, which has equipped me with the analytical and leadership skills essential to my role in government finance. Beyond the office, I am an avid sports enthusiast, holding a CONCACAF C License in football coaching and currently serving as the Head Coach of Soufrière United’s semi-professional football team.
